The 2009 Kansas House proposed legislation to change annexation statutes restoring property rights to Kansans which might threaten Mr. Ruffin and MGM current casino development.

HB2029 passed the House and was sent to the Senate Local Government Committee.  Chairperson Roger Reitz refused to discuss the House Bill and it died in committee.  This after Chairperson Roger Reitz told NOlathe the bill would go to a full Senate vote (Reitz Email).  Senator Reitz is an honorable man and has served this nation well.   Who intervened, why?   Possibly Senate Leadership?   As you
read and think about information below, it is easy to believe that Senate Majority Leader Derek Schmidt 
and/or Senate Majority Vice President John Vratil may have used their influence.

The House attached the contents of HB2029 to a previously approved Senate Bill (SB51).  It passed The House 75 - 47.  More details on this vote are provided below.

SB51 was sent to a Conference Committee with 3 Senators and 3 House Members.  For an outcome to occur it must be unanimous 6 - 0 or 0 - 6.  It stalemated at 5 - 1 with Senator John Vratil, yes the same Senator John Vratil (and The Senate Leadership in general) not willing to change the statutes.  Currently scheduled to once again die.

Politicians are accountable for campaign funding and are required to file documents with The Kansas Ethics Commission.  From 2006 through YTD 2009 there have been atleast (available on Kansas website) 256 documents recorded with Mr. Ruffin as the contributor.  Of these, 144 documents are relevent to the most recent election cycle and are identified below to the actual documents..  NOlathe research was dependent on: were contributions documented, were they properly reported to The State and did The State make them available.  A more thorough investigation is certainly warranted and needed.

                 There were 44 House Districts in or near current annaxation activities.  
                                             (Johnson, Sedgwick and Shawnee Counties)

                                                 Of these 31 (70.4%) voted No.
                                         Of the 20 Republicans 11 (55.0%) voted No.
                                                        Of the 24 Democrats 20 (83.3%) voted No.
                                   The rest of The House voted 62 to 16 in favor of annexation reform.
                                                                        
                                        Of these 21 (47.7%) received contributions from Mr. Ruffin.
                          Of those receiving Mr. Ruffin's contributions 17 (80.9%) voted No.
                                               Of this 13 (76.4%) were Democrats.
                                      The rest of The House voted 71 to 30 in favor of annexation reform.

                                          Actual vote of 75-47 shows 61.4% in favor of annexation reform.
                             Without influence of City/County, vote was 79.4% in favor of annexation reform.
                     Without influence of  Mr. Ruffin's money, vote was 70.2% in favor of annexation reform.
                                                           These changes are statistically significant.

       By design The House expresses the will of The People.  Between 61.4% and 79.4% voted for change.
                         Senator Reitz and the Majority Leadership stopped it with silence, without ONE vote.
                  (NOlathe did not find any evidence that Senator Reitz has received any contribution from Mr. Ruffin.)

There were 41 House Members receiving one or more of the 54 contributions from Mr. Ruffin totalling $12,600.  Of the 11 Republicans, 5 (45.5%) voted No.  Of the 30 Democrats, 19 (63.3%) voted No.  In total 24 (58.3%) receiving Mr. Ruffin contributions voted No.  This is in direct contrast with the stats provided above and demostrates Mr. Ruffin's influence on annexation reform process.


Also of significant note, 2 Republicans in House Leadership positions (Arlen Siegfreid District 15 and Rob Olson District 26) voted No.  Rep. Siegfreid is in Real Estate and Rep. Olson is a Contractor, both have financial motives for property development.  Both have close ties that share their interests.  Both reside in Olathe where a recent unilateral annexation was defeated by The People.  Olathe's population is against unilateral annexation.  

          This one article makes the connection between Rep. Siefreid and Mr. Ruffin very clear.

In part this article states- House Bills 2568 and 2569 were sent to Siegfreid's committee last week for consideration. Both bills would allow the development of large scale, Las Vegas style casino resorts to be developed in Kansas. One limits the location to counties in Kansas that border gambling counties in neighboring states. The other opts for state-owned casinos that can offer gambling anywhere in the state where the approval of local residents can be obtained.

NOlathe identified a clustering of Mr. Ruffin contributions to both Senators and Representatives in the extreme southeast corner of Kansas near Joplin.  This area makes up Senate Districts 13, 14 and 15.  And House Districts 1, 2, 3, 4 and 5.  These Districts and Mr. Ruffin contributions are:
