                                                            Article 16.--MISCELLANEOUS PROVISIONS

      12-1610c.   League of Kansas municipalities; annual dues, expenses of attending meetings. Any city is authorized to pay the annual city dues in the league of Kansas municipalities and to pay the actual expenses of its officers or employees who are authorized by the city governing body to attend any meetings of such league.

"• Intergovernmental Dialogue. Communication between all levels of government is critical to the successful delivery of public services to the citizens of Kansas.  Representatives from cities provide facts and information that are crucial to intergovernmental relations, and as such, should have the same rights and responsibilities as private interest lobbyists. We oppose any restriction on the use of state and local public moneys to provide information and lobby on behalf of our cities and citizens."

Income from Membership Dues $784,358 vs $800,000 or $16,000 below anticipated (fewer members).
 
                         Overland Park (2000 Census population 149,080) paid $54,318.23 LKM dues
                         Olathe (2000 Census population 118,034) paid approx. $41,000 LKM dues
 
There are at least 141 dues paying members of LKM yet these two cities alone pay $95,318.23 or 12.2% of the total.  This makes it clear that membership dues are based on population.  If you throw in Wichita at 344,284 folks and Topeka at 122,377 folks you have 4 cities paying for at least 25% of the total.  Percentage wise 4 out of 141 is 2.8%.  Tumbleweed Kansas is being duped.

 LKM  uses it's political and financial presence in Topeka to direct legislative activites.

            Annexation. The ability of cities to grow is inherent to the ultimate success of
             annexation powers as they are currently established in state statute. We oppose
             any change which limits the authority of cities to grow through annexation.

            • Eminent Domain. Eminent domain is a fundamental municipal power. The
             authority to acquire property through condemnation proceedings is critical for
             public improvement projects. Further, the use of eminent domain for economic
             development
has long been recognized as a public use of this authority. We
             support increased flexibility for local governments to use eminent domain for
             economic development purposes, including blight remediation, without seeking
            
legislative approval

Board vacanies are filled at the pleasure of the President.  At the December 11, 2009 Meeting of the Governing Body:  "Appointment to Fill Governing Body Vacancy. President Gerlach noted that there was a vacancy on the League Governing Body as a result of the resignation of Ed Wiltse of Ulysses. He indicated that he felt it was important to fill the vacancy with a city official from western Kansas. He then appointed Mayor Joe Denoyer of Liberal to the vacancy on the Governing Body. It was moved by Les Wilhite, with a second from Joe Reardon, to approved the appointment of Mayor Joe Denoyer to the League Governing Body. Motion passed unanimously."  By doing so LKM can regularly adjust it's leadership to maximize it's influence with The Legislature.
